"Brechas de Género y derecho de acceso a la información Pública en Chile: desafíos para la Institucionalidad"

Abstract

El Consejo para la Transparencia es una institución clave para el cumplimiento de la Ley N°20.285 sobre acceso a la información pública, teniendo un rol fundamental en el fortalecimiento de la democracia. Sin embargo, distintos estudios y encuestas ciudadanas han presentado cifras desalentadoras respecto al conocimiento y ejercicio del derecho de acceso a la información por parte de la ciudadanía, demostrando la existencia de brechas de género que posicionan a las mujeres en una situación de desventaja frente a los hombres en esta materia. Por esta razón, en esta investigación se pretende determinar los desafíos actuales para la institucionalidad respecto al derecho de acceso a la información, considerando el contexto de inequidad de género existente en Chile.

The Council for Transparency is a key institution for the acomplishment of the Law N°20.285 about the access to the public information, having a fundamental role in the strengthening of democracy. However, in various studies and citizen surverys there’s been negative outcomes regarding the amount of knowledge and the excersise of the right to access of information from the citizens, proving there’s a gender gap that put women in a disadvantage in comparation to men in this aspect. For this reason, this research wants to determinate the existing challanges for the institutions on the right of access of information, taking account the context of gender inequality in Chile.
