Impactos territoriales del complejo forestal industrial Nueva Aldea en las comunidades rurales de Guarilihue y Nueva Aldea : desestructuración de las economías locales y desarrollo rural

Abstract

El emplazamiento del complejo forestal industrial Nueva aldea, ubicado en la región del Bío bío, esta generando una serie de impactos sobre el territorio de las comunidades del valle del Itata. En esta investigación se indaga en lo acontecido en las últimas tres décadas en dos comunidades del valle: Nueva aldea y Guarilihue; para ello se analiza en primera instancia, mediante fotointerpretación de imágenes, los cambios de usos y coberturas de suelos, y posteriormente la evolución de las propiedades rurales; en segunda instancia, se profundiza mediante metodologías cuantitativas y cualitativas, en las percepciones de la población local y en los discursos de expertos. Los análisis muestran que las tendencias históricas de disminución de las tierras de cultivos y la sustitución del bosque nativo a favor de las plantaciones forestales, se han visto agudizadas con la instalación del complejo forestal. En cuanto a las propiedades rurales, los resultados indican que en las últimas dos décadas las estructuras de éstas no han cambiado mayormente. Finalmente, la percepción de la población da cuenta de posiciones divergentes, mientras en Nueva aldea se aprecia una aprobación mayoritaria al proyecto forestal, en Guarilihue el rechazo es casi absoluto. En este sentido, los análisis de los expertos corroboran la idea de que este tipo de emprendimientos, genera escasos beneficios para las comunidades locales, estando mayormente conectados con las redes regionales y globales.

The settlement of the industrial forest complex Nueva aldea, located on the bio-bio region, is generating a series of territorial impacts upon the communities of the valley Itata. This investigation focuses on the problems seen in the last thirty years, on two communities in the valley: Nueva aldea and Guarilihue; with this purpose firstly we analysed through photographic interpretation, changes that occurred by the use and covering of the soil, and then the evolution of rural properties; for the second part we used quantitative and qualitative procedures through the perception of the local villagers and information given by experts The analyzed data show that the historical tendencies of reduction of fertile land and the situation of the native forest in Favour of reforestation, are continuingly increasing with the installation of the industrial forest complex, and concerning the impact of rural properties, the results indicate that in the last twenty years general structuring has had partially no change. Finally the perception of the local villagers is of a divergent nature, while in Nueva Aldea there is a general approval of the forest complex, while in Guarilihue the rejection to the complex is almost absolute. With this said, the analysis done by experts corroborate the idea that this type of initiative, generates scarce benefits for local communities, being connected generally to regional and global networks.
