Análisis de la iniciativa SIPAM como parte de las estrategias de cooperación internacional en Chile, bajo el modelo del desarrollo territorial rural y los objetivos de desarrollo sostenible

Abstract

En la actualidad, los sistemas ecológicos y agrarios se encuentran en declive y amenazados de forma constante por los diferentes cambios que acontecen en el planeta, este hecho hace los ecosistemas más vulnerables y pone en riesgo la seguridad alimentaria, especialmente de los territorios rurales. En ese sentido, es necesario analizar iniciativas que representen alternativas de desarrollo rural que respeten los conocimientos tradicionales indígenas y campesinos y que brinden soluciones sustentables a la temática agrícola. Debido a ello, se identificó la iniciativa SIPAM que se implementa a nivel mundial bajo el liderazgo de FAO, siendo Chile, específicamente Chiloé, uno de los primeros sitios a nivel mundial en recibir dicho reconocimiento, y que se adapta al contexto chileno bajo la denominación de SIPAN. Bajo esa perspectiva, cabe preguntarse si dicha iniciativa es coherente con el modelo de desarrollo territorial rural y si sus criterios contribuyen al cumplimiento de los Objetivos de Desarrollo Sostenible en el país. Para responder la pregunta precitada, se utilizó el enfoque cualitativo, mediante la revisión documental secundaria y la aplicación de entrevistas a actores claves, se obtuvo información que permitió conocer las características de la iniciativa. En esa línea, el documento se divide en tres capítulos, el primero describe los criterios de la iniciativa SIPAM como parte de las estrategias de cooperación internacional implementadas en Chile, en el segundo capítulo se analiza la coherencia de la iniciativa SIPAM con los principales lineamientos del modelo de desarrollo territorial rural, el tercer capítulo identifica los criterios de SIPAM que aportan al cumplimiento de los ODS. Al respecto, se determinó que SIPAM ha sido referente para la implementación de un proyecto a nivel nacional con las mismas características, por otra parte, sus criterios son totalmente coherentes con las dimensiones de desarrollo territorial rural, además de que son atingentes y transversales a la mayoría de los objetivos de desarrollo sostenible.

Currently, ecological and agrarian systems are in decline and constantly threatened by the different changes that occur on the planet, this fact makes ecosystems more vulnerable and puts food security at risk, especially in rural territories. In this sense, is necessary to analyze initiatives that represent alternatives for rural development and respect indigenous and peasant traditional knowledge and that provide sustainable solutions to the agricultural issue. Due to this, the GIAHS initiative is implemented globally under leadership of FAO was identified, being Chile, specifically Chiloé, one of the first sites worldwide to receive such recognition and which adapts to the Chilean context under the name of SIPAN. From that perspective, it is worth wondering if this initiative is consistent with the rural territorial development model and if its criteria contribute to the fulfillment of the Sustainable Development Goals in the country. To answer the aforementioned question, the qualitative approach was used, through the secondary documentary review and the application of interviews with key actors, information was obtained that allowed to know the characteristics of the initiative. Along these lines, the document is divided into three chapters, the first describes the criteria of the GIAHS initiative as part of the international cooperation strategies implemented in Chile, the second chapter analyzes the coherence of the GIAHS initiative with the main guidelines of the rural territorial development model, the third chapter identifies the GIAHS criteria that contribute to the fulfillment of the SDGs. In this regard, it was determined that GIAHS has been a benchmark for the implementation of a project at the national level with the same characteristics, on the other hand, its criteria are fully consistent with the dimensions of rural territorial development, in addition to being relevant and transversal to the most of the sustainable development goals.
