Cooperación técnica en el sur global: Panamá-Chile y el caso del centro logístico regional de asistencia humanitaria (CLRAH) 2018-2020

Abstract

Chile ha sido por muchos años un referente en Latinoamérica por su estabilidad económica, en materia de educación y en seguridad. Ha tomado el liderazgo en materia de cooperación internacional y cooperación Sur-Sur brindando cooperación en distintas aéreas. Actualmente, el mundo está en constante desarrollo y ante eso vienen nuevos desafíos y aprendizajes que no se pueden descartar. En este contexto, Chile está buscando aprendizajes de políticas públicas y transferencia de políticas públicas al solicitar cooperación técnica a Panamá. Panamá posee un Centro logístico Regional de Asistencia Humanitaria y ha ofrecido su infraestructura al servicio del mundo. Esto lo vuelve un candidato ideal para brindar a Chile cooperación en materia de gestión de ayuda humanitaria. En esa línea, el objetivo de esta investigación se enfocó en determinar los factores que propiciaron el interés del gobierno de Chile en el modelo de gestión de ayuda humanitaria de Panamá a partir de un proceso de aprendizaje de políticas públicas. El trabajo se realizó mediante el análisis de entrevistas aplicadas a expertos en esta materia. Se concluyó que las relaciones bilaterales entre Panamá y Chile se han visto fortalecidas a través de la cooperación Sur-Sur.

During many years Chile has been benchmark in Latin America for its economic stability and in terms of education and security. It has taken the lead in international cooperation and South-South cooperation through plethora of cooperation in different areas. Currently the world is in constant development, with new challenges and lessons that cannot be ruled out. In this context, Chile is seeking lessons from public policies and the transfer of public policies by requesting technical cooperation from Panama. Panama has a humanitarian hub and has offered its facilities to serve the world. Thus, it is an ideal country to provide to Chile, cooperation in managing humanitarian aid. The objective of this research was focused on determining the factors that led to the interest of the Chilean government in Panama humanitarian aid management model, based on a public policy learning process. The work was carried out through the analysis of interviews applied to experts in this matter. It was concluded that the bilateral relations between Panama and Chile have been strengthened through South-South cooperation.
