Percepción de las organizaciones socioambientales de Quilpué sobre su participación en la protección del bosque esclerófilo de la comuna

Abstract

La presente investigación tiene como objetivo comprender la percepción que tienen las organizaciones ambientales de Quilpué sobre su participación en la protección del bosque esclerófilo de la comuna. Para ello se trabaja con la propuesta de Gobernanza Climática de los Elementos, en específico, sobre la gobernanza de la tierra. Se caracteriza el contexto de surgimiento de las organizaciones ambientales, y se desarrollan los conceptos de gobernanza, participación, apego al lugar y conductas proambientales. Se busca identificar tensiones y limitaciones que pueden existir en la legislación vigente con estructuras top-down, que estén obstaculizando la participación de diversos actores locales. Se realizaron ocho entrevistas semiestructuradas (n=8) a integrantes de organizaciones ambientalistas de Quilpué, que posteriormente fueron analizadas mediante codificación abierta. Además, luego se llevó a cabo un taller de devolución, con el objetivo de profundizar en los resultados de las entrevistas. Los resultados muestran que existen barreras para la participación en la protección del bosque esclerófilo, entre ellas el marco legal y asimetrías de poder, las exigencias de la institución, la falta de tiempo de las personas y la salud mental que se ve afectada por la frustración ante la poca percepción de cambio. Además, se percibe que los espacios de participación institucional y las posibilidades de incidencia comunitaria dependen de las disposiciones del gobierno local de turno. Sin embargo, el apego al lugar y la cosmovisión biocéntrica de las organizaciones socioambientales incentivan la participación tanto comunitaria como institucional, a pesar de las barreras para la participación que pueden existir en esta última. A su vez, la participación comunitaria fortalece y fomenta el apego al lugar, dados los vínculos comunitarios que se crean con el territorio y las personas que habitan en él. Es importante destacar que la participación efectiva de diversos actores sociales es fundamental para concretar políticas públicas que sean acordes al contexto de crisis climática en el cual nos encontramos.

The objective of this research is to understand the perception that environmental organizations of Quilpué have about their participation in the protection of the sclerophyllous forest of the commune. For this purpose, we work with the proposal of Climate Governance of the Elements, specifically, on land governance. The context of emergence of environmental organizations is characterized, and the concepts of governance, participation, attachment to the place and pro-environmental behaviors are developed. The aim is to identify tensions and limitations that may exist in the current legislation with top-down structures, which are hindering the participation of diverse local actors. Eight semi-structured interviews (n=8) were conducted with members of environmental organizations in Quilpué, which were subsequently analyzed through open coding. In addition, a debriefing workshop was held with the objective of deepening the results of the interviews. The results show that there are barriers to participation in the protection of the sclerophyllous forest, among them the legal framework and asymmetries of power, the demands of the institution, the lack of time of the people and the mental health that is affected by frustration in the face of little perception of change. In addition, it is perceived that the spaces for institutional participation and the possibilities for community advocacy depend on the provisions of the local government in power. However, the attachment to the place and the biocentric worldview of the socio-environmental organizations encourage both community and institutional participation, despite the barriers to participation that may exist in the latter. In turn, community participation strengthens and fosters attachment to the place, given the community ties that are created with the territory and the people who inhabit it. It is important to emphasize that the effective participation of diverse social actors is fundamental for the implementation of public policies that are in line with the context of the climate crisis in which we find ourselves.
