Aplicación de herramientas voluntarias de gestión ambiental en sectores económicos de la región de Aysén

Abstract

La Región de Aysén presenta una economía regional de reducido tamaño, con sectores productivos poco importantes en el contexto del País, lo que provoca que Aysén no sea atractiva para que más personas decidan vivir en ella, no pudiendo alcanzar umbrales de población que permitan contar con una adecuada provisión de servicios. Es por esto que la presente memoria busca entregar herramientas de gestión que contribuyan al desarrollo sustentable de los principales sectores económicos de Aysén. Para ello se describieron los sectores minero, silvoagropecuario, turístico y salmonicultor, remarcando sus aspectos económicos y ambientales. Luego se definió qué sectores necesitan incorporar la gestión ambiental, bajo qué tópicos, así como las materias más relevantes del trabajo desde el punto de vista de la gestión ambiental. Finalmente, se generó una matriz de marco lógico que definió los objetivos, indicadores y supuestos necesarios para desarrollar una herramienta de Gestión Ambiental adaptada a la realidad regional. El método utilizado en la presente memoria se basó en la recopilación y análisis de datos bibliográficos, además de consulta a expertos. Basado en los antecedentes recabados y la consulta a expertos se obtuvo como principales resultados que sólo el sector silvoagropecuario necesita realizar nuevas acciones tendientes a incorporar y/o mejorar su gestión ambiental, para incrementar su competitividad, sin embargo, se debe diferenciar en pequeños y grandes productores. Para el caso de los primeros se plantea comenzar con un Acuerdo de Producción Limpia (APL), como antesala al programa de Planteles Animales Bajo Control Oficial (PABCO) o Certificación Forestal, dependiendo si pertenecen al subsector agropecuario o forestal. Y para los grandes productores, se propone entrar directamente a PABCO o Certificación Forestal sin pasar por un APL. Complementariamente se generó una base para el marco lógico de un programa de gestión ambiental en el sector silvoagropecuario regional, que considera como pilares la cooperación público-privada, la capacitación y la difusión. Finalmente se recomienda focalizar los esfuerzos de gestión ambiental en el sector silvoagropecuario, basándose en los lineamientos de estandarización, fortalecimiento de la asociatividad y diferenciación del producto. Para esto se propone emplear las herramientas existentes reconocidas a nivel internacional, distinguiendo al subsector forestal del agropecuario y sus divisiones internas; y por otro lado, desarrollar un sello que diferencie a la producción regional en los mercados, mediante la certificación con instrumentos validados internacionalmente.

The Aysén Region shows a small size economy formed by a scarcely productive sector of little or no importance in the context of the country. This seems to be the reason for Aysén not to be attractive for more people to come and live on it which in turn forbid the region to reach thresholds of population and thereby a appropriate level of services supplies. The memoir hereby presented, propose management tools to help a sustainable development for the most important economic areas of Aysén Region. Mining, forestry cattle and agriculture as well as tourism and salmon farming has been described with special remarks on their economical and basic resources features. Different areas needing different levels of resources management have been carefully defined as well as topic of relevance for such a management job. Finally, a logical framework matrix was generated in order to define goals, indicators and necessary suppositions to develop an instrument of resources management tailored to the regional reality. The method used in the present memory is based on the search and analysis of bibliographical data, in addition to the advice of expert consultants. On the base of collected antecedents and always with the advice of consultants this memoir come out to the conclusion that only cattle, forestry and agriculture sector needs to integrate new actions for the improvement their environmental performance and thereby competitiveness. With that end in mind producers should be differentiated in small and largest producers. For the small producers the idea is to starting from a Clean Production Agreement and then to go to the PABCO program (that is de Spanish acronym for animal properties under official control) or either forestry certification for forestry sector. And for the largest producers case, would go directly to PABCO or forest certification with no previous Clean Production Agreement. As a complement, a base for a logical frame work for environmental management is suggested for Regional agriculture, cattle and forest areas. Such a base should sustain on privatepublic cooperation in addition to training programs and publicity. Final recommendation focuses the main effort for environmental management on standardization, asociativity and differentiation of the product. The Proposal is putting to work different internationally well known tools that differentiate forestry from cattle areas and its internal divisions and on the other hand to develop some kind of common seal for the regional production to be differentiated in the final markets throughout the certification through internationally valid instruments.
