The current pension system design considers the collection of
fees by the administration of the various accounts held by the
affiliates. The mandatory deposit regular contributions in the
individual capitalization account (additional contribution) is set
as a percentage of remuneration or taxable income that gives
rise to the contribution, representing the main source of income
of the AFP (86% on average for the 2002-2012 period).
As a result of such a scheme of income, generally there
are asymmetries in the returns of the participants in the system,
producing negative perceptions in turn focused on radical
changes in the model. Following this, a constant source of
discussion is the commission rate used and its levels.
In this regard, billing system modifications are often not
free from tensions. To those objectives sought by the regulator,
as are usually the universal coverage and greater degrees of
competition the incentive effects of contributors and
administrators are added. This study aims to analyze the impact of a possible
change in the commission structure, considering both the point
of view of the industry –operational results and income
statements– as the point of view of affiliates –total balance and
payment of commissions–. Additionally, a proposed fee
structure that would improve the final pension, without altering
the current results of the AFP is delivered.

El diseño vigente del sistema de pensiones considera el cobro de
comisiones por la administración de las distintas cuentas que
mantienen los afiliados. El depósito de cotizaciones periódicas
obligatorias en la cuenta de capitalización individual (cotización
adicional) se establece como un porcentaje sobre la
remuneración o renta imponible que da origen a la cotización,
representando la principal fuente de ingresos de las AFP (86%
en promedio para el período 2002-2012).
Como resultado de tal esquema de ingresos,
generalmente existen asimetrías en los retornos de los partícipes
del sistema, produciendo a su vez percepciones negativas
enfocadas a cambios radicales del modelo. A raíz de lo anterior,
una fuente constante de discusión es el tipo de comisión
empleado y sus niveles.
Al respecto, modificaciones al sistema de cobros suelen
no estar exentos de tensiones. A los objetivos que busca cumplir
el regulador –como suelen ser la universalidad en la cobertura y
mayores grados de competencia– se suman los efectos sobre los
incentivos de cotizantes y administradores.
Este estudio pretende analizar el impacto de una eventual
modificación en la estructura de comisiones, considerando tanto
el punto de vista de la industria –ingresos operacionales y
resultados del ejercicio– como el de los afiliados –saldo
acumulado y pago de comisiones–. Adicionalmente, se entrega
una propuesta de estructura de comisiones que permitiría
mejorar la pensión final, sin alterar los resultados actuales de las
AFP
