Institucionalidad Antártica Chilena : un análisis comparado con Argentina y El Reino Unido

Abstract

La búsqueda de objetivos políticos por los Estados es una constante en todas las sociedades del mundo. Sin embargo, para tener éxito en política, antes es importante tener un plan que estructure de alguna forma el camino que permitirá llevar a buen puerto el interés o deseo que impulsó la búsqueda de un logro posterior. Estas estructuras que subyacen detrás de toda actividad de los entes estatales o privados, muchas veces es desconocida y evocan un bajo interés – muchas veces siendo intrincado o confuso - lo que desalienta el estudio de elementos primordiales para entender la realidad de hoy y explicar las decisiones que se toman. Estas estructuras están formadas por las instituciones. Dentro de todas las instituciones que forman la estructura de un país, quizás pocas son más desconocidas que las orientadas a cimentar actividades en territorios poco conocidos como la Antártica. El continente más austral del mundo es una región tan vasta como desconocida, y que ha estado ligada desde siglos a Chile, sigue siendo un enigma en muchos sentidos, y lo que es más, poco sabemos sobre las instituciones antárticas chilenas que realizan un trabajo elemental en la defensa de los intereses del país en aquel paraje. En este trabajo se plantea como objetivo realizar un análisis sobre los perfiles de estas instituciones, como así también de las existentes en Argentina y el Reino Unido. A partir de los perfiles realizar un análisis comparativo sobre la institucionalidad antártica de Chile, Argentina y el Reino Unido, su incidencia en la política antártica de los tres países y que conclusiones podemos extraer de ellas a fin de elaborar un mapa institucional antártico de estos tres países, pero teniendo un mayor énfasis en Chile

The search for political objectives by the States is a constant in all the societies of the world. However, in order to be successful in politics, it is important to have a plan that structures in some way the path that will lead to the success of the interest or desire that drove the search for a subsequent achievement. These structures that underlie all activity of the state or private entities, is often unknown and evoke a low interest - often being intricate or confusing - which discourages the study of fundamental elements to understand the reality of today and explain the decisions that are taken. These structures are formed by institutions. Within all the institutions that make up the structure of a country, perhaps few are more unknown than those oriented to cement activities in little known territories such as Antarctica. The southernmost continent of the world is a region as vast as unknown, and that has been linked to Chile for centuries, remains an enigma in many ways, and what is more, we know little about the Chilean Antarctic institutions that do elementary work in defense of the interests of the country in that place In this thesis, the objetive is to carry out an analysis of the profiles of these institutions, as well as those existing in Argentina and the United Kingdom. From the profiles, make a comparative analysis on the antarctic institutionality of Chile, Argentina and the United Kingdom, its impact on the antarctic policy of the three countries and what conclusions we can draw from them in order to elaborate an antarctic institutional map of these three countries, but with a greater emphasis on Chile.
