Enfoque de género en la Policía de Investigaciones de Chile: estudio de caso del laboratorio de criminalística central.

Abstract

ENFOQUE DE GÉNERO EN LA POLICÍA DE INVESTIGACIONES DE CHILE: ESTUDIO DE CASO DEL LABORATORIO DE CRIMINALÍSTICA CENTRAL La Policía de Investigaciones de Chile (en adelante, PDI) es una institución permanente del estado chileno que cumple con la misión fundamental de investigar los delitos. Ha sido pionera en comprender y hacer suyos los cambios estructurales propios de la globalización, los que han involucrado aspectos económicos, políticos, sociales y culturales. Estos cambios han impulsado a las instituciones públicas a una redefinición, enfocando en el caso de la PDI sus objetivos en evolucionar hacia una organización policial vanguardista, transparente y de excelencia en su actuar. Es aquí donde el enfoque de género aparece como un concepto fundamental al momento de llevar a cabo dicha redefinición, transformándose en un pilar estratégico dentro de su plan de modernización institucional. En ese contexto la presente investigación observó desde la criminología feminista, el caso del Laboratorio de Criminalística Central (en adelante, LACRIM Central) de la PDI, relevando el rol de las mujeres que trabajan en ese lugar. Esta acción se logró analizando el proceso de incorporación del enfoque de género en uno de los centros forense más importante de Sudamérica y estableciendo los alcances de las estrategias de género de la PDI demostrando que estos no serían efectivos y que además se incurrirían en prácticas adversas para las usuarias del sistema penal. El análisis de estas medidas incluyó el impacto en la vida personal y laboral de las funcionarias del LACRIM Central y en su relación profesional cotidiana con las víctimas y victimarios que son parte de los procesos penales que se llevan a cabo en Chile.

Policía de Investigaciones de Chile (from now on, PDI) is a permanent institution of the Chilean state that fulfills the fundamental mission of investigating crimes. It has been a pioneer in understanding and endorsing the structural changes of globalization, which have involved economic, political, social, and cultural aspects. These changes have prompted public institutions to redefine themselves, focusing, in the case of the PDI, on evolving towards an avant-garde, transparent, and excellent police organization in its actions. Here, the gender approach appears as a fundamental concept when carrying out said redefinition, becoming astrategic pillar within its institutional modernization plan. In this context, the present investigation observed feminist criminology, the case of the Laboratorio de Criminalística Central (from now on, LACRIM Central) of the PDI, relieving the role of women who work in that place. This action was achieved by analyzing the process of incorporating the gender approach in one of the most important forensic centers in South America and establishing the scope of the gender strategies of the PDI demonstrating that these would not be effective and that, in addition, adverse practices would be incurred for the users of the penal system. The analysis of these measures included the impact on the personal and work life of the Central LACRIM officials and on their daily professional relationship with the victims and perpetrators who are part of the criminal proceedings carried out in Chile.
