An analytical method for the determination of heavy metals by inductively coupled plasma optical emission spectrometry (lCP-OES) was optimized. The importance of heavy metal analysis is due to the fact that some of them may have carcinogenic and/or mutagenic properties, depending on the concentration and exposure time. This method was applied to a wastewater matrix. The samples were treated with microwave accelerated acid digestion, quantified by the lCP-OES equipment and subsequently the data obtained were verified according to the provisions of the instructions of the Superintendency of Sanitary Services (SISS) version 20i2. The statistical treatment indicated in said instructions allowed to determine the following attributes; detection limit, precision and accuracy of results. For the determination of these analytical parameters, samples and reference materials were used, in concentrations close to the maximum limits allowed by the corresponding water quality standards, in the case of wastewater, DS-609, DS-90 or DS-46. , in the parameters and matrices analyzed by the laboratory. (SISS instructions, 2012). The method detection limits (LDM) were satisfactory for tl of the 12 metals analyzed, since Cadmium did not meet the requirements of the SISS, the precision and accuracy were within those stipulated by the instructions...

During the last decades the fluvial systems have been under increasing demands of water losing its main characteristic, physic and chemical water quality, because of activities developed in the river basin. This generates the urgent necessity to develop adequate methods to evaluate the physical and chemical variables to assess its conservation state, since changes in it quality could finally affect the whole basin. It is important to include the macrobiological components of the system as monitors of this environment. Since they are affected by changes of the water quality, they can be used as bioindicators of the changes. In this sense, aquatic insects are the most abundant component of rivers benthic community and could be used in biological monitoring since their tolerance to different water quality has been studied widely and, for the role that these organisms fulfill in maintaining the trophic web of the system. In addition, due to their characteristics, they are suitable to evaluate changes in water quality since they are notorious, they have a high species diversity, are sedentary, with long life-cycles and their analysis sampling methodology is well developed. The taxonomy of many groups is well known and the response of many species to different polluting agents have been documented. Specially, they are susceptible to be affected by human activities. This study considered the use of aquatic insects as possible bioindicators of water quality. The aim has been to evaluate the final effect of the physical and chemical variables in the presence and abundance of the insects that inhabit the Epirithron and the Hyporithron of the rivers Elqui, Limarí and Aconcagua, to detect the existence of bioidicators species of physical and chemical characteristics. For this, bibliography about bioindicators was reviewed and data base from Vila et al (1994) and Cakalovic (1999) was used of seasonal samplings of the aquatic insects together with pH, Conductivity, Copper, Arsenic, Aluminum and total Nitrogen and main physical variables of the Epirithron and Hyporithron of these rivers study area. The physical, chemical and biological characteristics of the Epirithron and Hyporithron were analyzed to conclude that the Hyporithron was the most affected area and that this also affected the abundance and the diversity of the insects species. Physical and chemical characteristics related to abundance showed that one species: Smicridea chlensis and three taxa: Elmis sp., Meridialaris sp. y Simulium sp. Could be used as bioindicators of an specific phisical or chemical variables. Given the exploratory character of this work, it is necessary to suggest in future studies to consider a higher sampling frequency of physical and chemical variables together with a better knowledge of systematic and life-cycles of organisms....

Water Regulation in Chile has been a problematic issue for law and public policies. A series of social conflicts regarding this good has led to a scenario where the change is imminent and needed. However, there is a lack of a proper diagnosis of what are the problems that water regulation has to solve. This article reviews the relevant law and public policies literature regarding the subject and creates a list of the detected problems. With this objective in mind, the first part of the article analyze the main features of the current water regulation and in a second part it classifies the problems in four “dilemmas”, each one with different features and that should mean different efforts to solve them....
