The Antarctic Treaty (1959, in force since 1961) is considered one of the most successful international instruments of the 21st century, designating Antarctica as a natural reserve dedicated to peace and science. One of the factors that ensured the success of the negotiations prior to its signing was the establishment of a decision-making process through consensus, the rule of which was enshrined in Article IX of the Treaty. This provision also established the functioning of the Antarctic Treaty Consultative Meetings (ATCM), a diplomatic forum where decisions regarding the governance of the sixth continent are made through consensus. This method has been fundamental in fulfilling the objectives of the Antarctic Treaty and harmonizing the different interests of its States Parties. However, the context of negotiations has changed and it is questioned whether consensus is the most appropriate way to address the current agenda of the ATCM, whose issues have become more complex. The case study is Antarctic tourism, which has increased and diversified since its first expeditions in the 1960s, and despite the problems it raises, it still does not have a comprehensive regulatory regime to regulate its activities. This paper questions the effectiveness of consensus in regulating Antarctic tourism. It analyzes the discussions on Antarctic tourism in the ATCM held between 1966 and 2023 and evaluates whether the application of consensus in these instances has generated agreements on the issues it raises. It takes into account the number and type of provisions adopted to regulate these activities, as well as whether these provisions are currently in force and implemented. It is shown that despite the challenges posed by Antarctic tourism it has not been possible to build consensus on the best way to regulate it. In general, the provisions that have been adopted in this regard are not comprehensive in regulating the phenomenon as a whole and are often not binding for the Parties. This study explores the various components of the experience and what role they can play regarding the perception of the different elements within the sustainable tourist destinations and how this relationship can influence its reliability. To achieve the research objective, a questionnaire focused on each of the components of the experience and its relationship with perceived sustainability, and its influence with the reliability applied to a sample of 450 people was carried out. As a result, it was determined that when a place is perceived as sustainable and supported or preceded by experience, the perception of sustainability influences in a positive and significant way with respect to its reliability....
