The national research system has funding through mainly individual funds, such as FONDECYT projects, to collaborative projects between different institutions of higher education that require multidisciplinary and multidisciplinary work, such as the scientific and technological centers of excellence. In Chile, there are three centers of excellence programs: Basal Financing Program, FONDAP and Institutes Millennium, which must meet certain standards such as scientific production of excellence, international networking, advanced human capital formation and dissemination of knowledge generated at, among others. These centers have a limited duration, without there being a national policy of research centers that sustainability to this type of projects. The objective of this seminar is to assess what factors affect the sustainability of centers of excellence and the methodology used is mixed. For this purpose, primary sources were reviewed in order to obtain information on the state of the art of these centers, and then to elaborate indicators of the objectives that these institutions must meet, which were used in interviews with 17 directors of national excellence centers. In addition, a quantitative analysis was carried out in relation to the budget for science, technology, innovation and entrepreneurship, as well as the number of FONDECYT projects awarded and awarded between 2009-2016. In assessing which factors affect the sustainability of centers of excellence, it was found that external elements of the national research system, such as the disaggregation between different financing funds, competitiveness when applying for individual research projects and design gaps of the public policy of insertion of advanced human capital, affect on a more particular scale the sustainability of the centers of excellence, through elements such as the disintegration between the agencies that coordinate the 4 programs, the competitiveness among the groups of researchers inserted in different institutions of higher education and a lack of public policy of sustainability beyond state funding....
