One of principal needs of the humanity at present corresponds to the access to electricity. Even when this show like a first order needs, a lot of rural communities do not have this service. The renewable energies appears like a solution to considerer for those communities in this situation, mainly because it can deliver some autonomy to communities far away for the electricity injection points. In these kinds of solutions must be considered implement technologies implies a change in the communities that must be threatened altogether with innovator projects. The purpose of this work was diagnosing the “self-manage” capability of a rural community for the development of a micro-grid project, with photovoltaic panels and wind turbines. Then, propose and “self-manage” system which pretends to help the community to be responsible of the energization system in order to be sustainable in all its dimensions. In this investigation was considered information about the locality, much of the territory and the community’s characteristics, using second-hand data .In order to know the current situation, it was used primary information consisted in interviews to stakeholders, locals and executors of ESUSCON project, of same characteristics of the project to be held in Ollagüe. At the same way was obtained information of a workshop with the community where they built relation maps in social, institutional and environmental dimensions. The analysis of this information allowed characterizes not only the locality, but also determine the potentialities and barriers of the locality for the development of the project, proposing finally a “self-managed” system to help the functionality of the electric system according to the community’s characteristics. Finally it was found the community has the capability to develop a “self-managed” micro-grid project, but must be count with support to adapt to change that implies the development of this. Based on the foregoing, it proposed a self-manage system which considers two steps, one of “commissioning” with a hybrid system, and the second step, final, which consider a whole community system....
