This research focuses on analyzing the state of the national debate regarding energy security in the Chilean electricity sector (1980-2013), establishing its formal actors, matrix, types of resources and their availability, in order to determine whether the "absence" of a public energy policy generates risks for the economic development of the country. It also addresses an analysis of the strengths and weaknesses of Non-Conventional Renewable Energy (NCRE) present in Chile, determining its matrix, percentage of generation and installed capacity. The main results indicated from this research indicate that there is an energy policy which is stated in the General Law of Electric Services DFL1 of 1982, which is based on the principles of supply and demand. Therefore, it is concluded that the State must have a more active participation in the electrical strategic planning, not just a single subsidiary, making it imperative to establish the implementation of NCRE in the electrical matrix in a mandatory percentage higher than the current one, to build in the long term an own price of energy and independent of the influence of fossil fuels, thus mitigating future problems in the economic plane....
