La cooperación descentralizada en Chile (2010-2020)

Abstract

Este estudio surge por la inquietud sobre el aporte de la Cooperación Internacional para el Desarrollo (CID) a nivel local. Existe un tipo de cooperación que se enfoca en las acciones desarrolladas entre territorios, y es conocida como Cooperación Descentralizada (CD), en Chile se tiene poca información respecto del funcionamiento de este tipo de cooperación. Es en este contexto que surge la pregunta de investigación de este Estudio de Caso, la que versa sobre ¿En qué consiste la Cooperación Descentralizada que se realiza en Chile?, y los factores que influyen en el éxito de ésta, como las condiciones jurídico administrativas, la voluntad política del Estado, así como la disponibilidad de recursos financieros y humanos. Con el objetivo de responder esta interrogante comenzaremos describiendo la Cooperación Descentralizada, su funcionamiento en América Latina, así como su relación con la Cooperación Internacional para el Desarrollo (CID) y los Objetivos de Desarrollo Sostenible (ODS), con un énfasis en el caso de Chile. Este estudio recoge información proveniente de distintas fuentes bibliográficas para la descripción de la Cooperación Descentralizada. Las cifras obtenidas corresponden al periodo 2010-2020 y provienen de quienes gestionan la Cooperación Descentralizada chilena. El análisis de la percepción de quienes están vinculados con el uso de este instrumento, se realizó mediante la aplicación de un cuestionario, que recoge la visión de cada uno de los actores involucrados en ella. Finalmente, “Las condiciones jurídico administrativas y la voluntad política del Estado, así como la disponibilidad de recursos financieros y humanos, son factores que influyen el éxito en la Cooperación Descentralizada”. Por lo tanto es fundamental generar la institucionalidad y la normativa, tanto como disponer de recursos económicos y humanos, para conseguir un buen funcionamiento de la Cooperación Descentralizada en Chile.

This study arises from the concern about the contribution of International Development Cooperation at local level. There is a type of cooperation that focuses on actions developed between territories, and it is known as Decentralized Cooperation, in Chile there is not much information regarding the operation of this kind of cooperation. In this context, the question of this Case of Study arises, which is, What is Decentralized Cooperation carried out in Chile? And the factors that influence the success of Decentralized Cooperation, such as the conditions of administrative law, the political will of the State, as well as the availability of financial and human resources. In order to answer this question, we will begin by describing Decentralized Cooperation, its operation in Latin America, as well as its relationship with International Development Cooperation and the Sustainable Development Goals (SDG), with an emphasis on the case of Chile. This study gathers information from different bibliographic sources for the description of Decentralized Cooperation. The numbers obtained correspond to the 2010-2020 period and come from those who manage the Chilean Decentralized Cooperation. The analysis of the perception of those who are linked to the use of this instrument was carried out through the application of a questionnaire that collects the vision of each of the actors involved in it. Finally, "The administrative legal conditions and the political will of the State, as well as the availability of financial and human resources, are factors that influence the success of Decentralized Cooperation". Therefore, it is essential to create the institutional framework and regulations, as well as to have financial and human resources, to achieve a good functioning of the Decentralized Cooperation in Chile.
