Determinación características y clasificación de residuos peligrosos en la Comisión Chilena de Energía Nuclear para su ingreso al Sistema de Declaración y Seguimiento de Residuos Peligrosos (SIDREP)

Abstract

En la Comisión Chilena de Energía Nuclear (CCHEN) se lleva a cabo una gran cantidad de investigaciones en sus Centros de Estudios Nucleares, Io que conlleva que cada día se estén generando una gran diversidad de residuos, aunque en pequeña cantidad. Dichos residuos son catalogados como peligrosos o no peligrosos, de acuerdo con lo establecido en Decreto Supremo N°148. Reglamento Sanitario sobre Manejo de Residuos Peligrosos. Ministerio de Salud. Año 2003. Según 1o estipulado en Decreto Supremo N" 148, CCI-IEN no está obligada a contar con un Plan de Manejo de Residuos Peligrosos )'a que su generación anual es menor a lo que se estipula en la legislación. Sin embargo. CCHEN al tener entre sus propósitos el mejoramiento continuo. ha tomado medidas para la gestión de residuos mas allá de lo que la legislación vigente le exige y entre éstas está registrarse de forma voluntaria en el SIDREP (Sistema de Declaración y Seguimiento de Residuos Peligrosos) y desarrollar los principales elementos de un Plan de Manejo.

EL SIDREP exige que para cada residuo declarado, se indique tanto su característica de peligrosidad como los Listados del Decreto Supremo N° 148 al cual pertenece. presentándose problemas pues no necesariamente un residuo peligroso tendrá ambos requisitos. Es importante señalar que es tal la variedad de residuos peligrosos que existen en la CCHEN que declararlos individualmente es poco práctico. Además que tanto lo establecido en el Decreto como la información que Autoridad Sanitaria ha facilitado para caracterizar residuos como peligrosos, es muchas veces insuficiente para cumplir con las exigencias del SIDREP. El trabajo que se desarrolla en esta memoria de titulo, aborda estos problemas, de tal modo de poder asignar a los Residuos Peligrosos generados en la CCHEN, entre los años 2005 y 2008, los requisitos exigidos por SIDREP y lograr una clasificación que haga más práctica su declaración.
