"Subsidio al agua potable en Chile : Registro Social de Hogares y nuevas dimensiones"

Abstract

This paper seeks to extend the analysis of the Chilean water subsidy’s targeting properties after the introduction of a new means-test instrument during 2016 and also explore new dimensions in the analysis. The targeting properties of the subsidy improve for 2017 and 2022, but not for 2020. This could be related to the pandemic and the methodology used in the Casen 2020. Targeting is improved by excluding from the sample analyzed those who cannot receive the subsidy because they are not connected to the public network. With two alternative analyses, using an income adjusted by a household needs index and a tariff-adjusted income, targeting is further improved, in particular with the tariff adjustment. It is concluded that in the base scenario the targeting properties of the water subsidy are underestimated.

Se busca extender el análisis distributivo del subsidio al agua potable en Chile posterior a la implementación del Registro Social de Hogares en 2016 e incluir nuevas variantes en el análisis. Se perciben mejoras en la focalización para el año 2017 y 2022, aunque no para el año 2020, lo que puede estar mediado por el contexto de pandemia y la metodología de la Casen 2020. La focalización mejora cuando se excluye de la muestra analizada aquellos que no pueden recibir el subsidio por no estar conectados a la red pública. Con dos análisis alternativos, utilizando un ingreso ajustado por un índice de necesidades del hogar y un ingreso ajustado por tarifas la focalización mejora aun más, particularmente utilizando el ajuste por tarifas. Se concluye que bajo el escenario base se subestima la focalización del subsidio al agua potable.
