Las relaciones diplomáticas con la República Popular China (RPC) y la República de China (ROC): Estudio de caso de política exterior de Honduras y Costa Rica

Abstract

El presente trabajo aborda la ruptura de relaciones diplomáticas entre la República de China (Taiwán) y Honduras y Costa Rica y la apertura de relaciones entre estos países y la República Popular de China en 2023 y 2007 respectivamente. Se hizo uso de una metodología cualitativa-descriptiva a partir de fuentes secundarias como literatura académica, tratados de libre comercio, memorándums, entre otros. Los principales hallazgos señalan que en el caso de Costa Rica la decisión de política exterior se explica por el ofrecimiento en la economía nacional a nivel de comercio internacional, inversión y financiamiento que le hizo RPC, observando con el paso del tiempo un decrecimiento en las exportaciones, energía y turismo. Por otro lado, en el caso de Honduras, se observa el cambio en la política exterior marcado por el cambio de gobierno en el poder, donde hasta el momento se manejan solamente expectativas a partir de la firma de diferentes memorándums en materia de importación y exportación de alimentos, agricultura, acuerdos entre Secretarías de Estado, entre otros. Por ende, los aspectos que influyeron en la toma de decisiones fueron las promesas de ayuda emitidas por la RPC, las cuales consideraban mejores condiciones de vida a partir de reformas en la infraestructura, salud, educación, turismo, cultura, entre otros.

This paper addresses the rupture of diplomatic relations between the Republic of China (Taiwan) and Honduras and Costa Rica and the opening of relations between these countries and the People's Republic of China in 2023 and 2007, respectively. Using a qualitative-descriptive methodology based on secondary sources such as academic literature, free trade agreements, memoranda, among others. The main findings indicate that in the case of Costa Rica, the foreign policy decision is explained by the offer made by the PRC to the national economy in terms of international trade, investment and financing, observing over time a decrease in exports, energy and tourism. On the other hand, in the case of Honduras, the change in foreign policy marked by the change of government in power is observed, where so far only expectations are managed from the signing of various memorandums on import and export of food, agriculture, agreements between Ministries, among others. Therefore, the aspects that influenced the decision-making process were the aid promises issued by the PRC, which considered better living conditions based on reforms in infrastructure, health, education, tourism, culture, among others.
