Caracterización de las relaciones comerciales y de cooperación en agricultura entre Chile y China

Abstract

Chile y China mantienen una histórica relación tanto comercial como diplomática, afianzándose aún más con la firma del Tratado de Libre Comercio en 2006. El siguiente estudio de caso tuvo como objetivo general caracterizar las relaciones comerciales y de cooperación técnica entre Chile y China para el sector agrícola, y tuvo como objetivos específicos, identificar los principales contenidos atingentes a la agricultura en el Tratado de Libre Comercio entre Chile y China; describir la evolución y situación actual de la relación comercial agrícola entre Chile y China, con especial énfasis en las exportaciones; y finalmente identificar iniciativas de cooperación técnica agrícola entre Chile y China. Para poder desarrollar este trabajo se realizó una recopilación de información primaria y secundaria, a través de entrevistas, análisis de bibliografía pertinente y de la base de datos de comercio exterior de la Oficina de Estudios y Políticas Agrarias. El trabajo que realizó Chile para generar este acuerdo dio como resultado el Tratado de Libre Comercio, que incrementó las exportaciones del sector agrícola chileno, posicionando a China como principal receptor de la producción a nivel nacional y regional. La medida de desgravación arancelaria contenida en el acuerdo permitió a Chile aumentar su oferta exportadora, duplicando las exportaciones a un año de la firma. A su vez, Chile determinó reglas claras y pertinentes para el ingreso de productos del sector silvoagropecuario. Asimismo, este tratado significó un aumento en el interés por desarrollar proyectos cooperativos, generando más instancias de encuentro entre ambos países. Finalmente, se concluye que Chile y China crearon un tratado que trajo consigo un aumento en las exportaciones agrícolas y mejoró la cooperación técnica bilateral.

Chile and China have a historic commercial and diplomatic relationship, which was further strengthened with the signing of the Free Trade Agreement in 2006. The following case study had the general objective of characterizing the trade and technical cooperation relations between Chile and China in the agricultural sector, and its specific objectives were to identify the main contents related to agriculture in the Chile-China Free Trade Agreement; to describe the evolution and current situation of the agricultural trade relationship between Chile and China, with special emphasis on exports; and finally, to identify agricultural technical cooperation initiatives between Chile and China. In order to carry out this work, primary and secondary information was collected through interviews, analysis of relevant literature and the Office for Agricultural Research and Policy foreign trade database. The work carried out by Chile to generate this agreement resulted in the Free Trade Agreement, which increased exports from the Chilean agricultural sector, positioning China as the main recipient of Chilean and regional production. The tariff reduction measure contained in the agreement allowed Chile to increase its export supply, doubling exports one year after the signing of the agreement. At the same time, Chile established clear and pertinent rules for the entry of products from the forestry and livestock sector. Likewise, this treaty meant an increase in interest in developing cooperative projects, generating more opportunities for meetings between the two countries. Finally, it is concluded that Chile and China created a treaty that brought with it an increase in agricultural exports and improved bilateral technical cooperation.
