Given the increase in the frequency of extreme hydro-meteorological events associated with climate variability and/or climate change, and to the increased vulnerability of human societies before those hazards, a higher interest in reducing greenhouse gases by the scientific community appears. This article highlights the importance of adaptation for disaster risk reduction associated with the weather, the climate and their intersections with risk management. It is concluded that adaptation and risk management should be integrated with a comprehensive view to reduce society’s vulnerability and gets articulated with mitigation initiatives to reduce the causes that generate climate change, thus reducing the existent risk and avoiding the social construction of new risk factors....

Environmental management implies a set of behaviors, standards, procedures, activities and technologies that allow preventing, controlling and/or correcting environmental problems in all human activity with the aim of achieving sustainable development. For hazardous waste, the measures aimed at minimizing the production of waste (prevention) and the measures aimed at minimizing the negative effects of the waste generated (correction strategies) are considered as management methods. In general, there is little social awareness of the potential damage that poor environmental management of lead-acid batteries can cause due to their toxic characteristics for people's health and the environment. That is why it is relevant to take the appropriate measures by the producing companies, consumers and potential recyclers. Promoting recycling in suitable conditions for workers and the environment and the correct final disposal of batteries, thus reducing potential risks. The main objective of this project is to design guidelines for the environmental management of lead battery waste and thus contribute to the design of different environmental studies advised by the ECOSAM LTDA consulting firm. Within the guidelines for environmental management, the alternatives for the treatment of the different components of the lead-acid battery are presented, such as the neutralization of the sulfuric acid contained in the batteries as well as the final disposal of the products of said treatment. . Also presenting alternatives for the lead smelting process, providing information on the appropriate abatement systems for the reduction of particulate material of this metal both inside and outside the workplace. Along with this, options are presented for the final disposal of plastic waste from batteries. Including in the same way in each stage of treatment, a systematization of a safe procedure plan...

The National Policy for the Management of Sites with the Presence of Contaminants corresponds to an environmental management instrument whose preparation was coordinated by CONAMA and was approved by the Board of Directors in August 2009. This instrument responds to the need to develop a set of actions that allow the creation of a management system that makes up for the existing deficiencies and strengthens what has been developed, including good practices, with the aim of minimizing the risks to the health of the population and the environment. Based on this, it is intended to reduce the risks associated with the contamination of soils and groundwater, for which the sites with the presence of contaminants must be identified, the risks they imply must be evaluated and those that present a greater risk must be remedied. The identification of these sites is considered the first stage of systematic management; being its main instrument a registration system, which allows to obtain a diagnosis of the contamination of these sites. For its part, at the international level, the United Nations Environment Program, UNEP, has put on the agenda for global discussion the negative impact caused by certain chemical elements, which generated a particular evaluation of metals such as: lead and cadmium. In general, the identification of possible sites with the presence of lead and cadmium is based on the main processes that emit them or products that contain them, among others. In this sense, it is necessary to scope out the existing gaps at the country level, in relation to the lack of knowledge about the harmful effects of these metals, both on the environment and on human health, which causes inappropriate handling of these metals. . It should be noted that these metals can be eliminated, recycled or replaced in an environmentally sustainable way. Based on the above, this work aims to be a tool that allows the relevant national authorities to guide and formulate actions associated with the evaluation of the risks and magnitude that these metals present to the health of people and the environment, and thus be able to subsequently evaluate control and correction measures when appropriate, at the national level...
