This paper reviews the concepts of wage and non-wage labor costs and discusses their relevance in terms of policies. In particular, the ideas of comparative advantages and the achievement of relatively low labor costs are analyzed. Total labor costs are presented for a sample of 22 developing countries (DST) while comparing within this set of countries the ratio of non-wage costs to wages. The work also presents estimates of the total cost of labor in dollars and compares the levels with those observed in industrial countries. There are three central conclusions. First, the relative importance of non-wage costs is not necessarily lower for the poorest developing countries, suggesting distortions in formal labor markets. Second, the real level of labor costs has fallen significantly in almost all developing countries during the 1980s, but mainly as a result of macroeconomic phenomena. Third, although there is a significant difference in labor costs between industrial countries and developing countries, they seem to be mainly due to differences in labor productivity....

In Chile, the treatment of depression in public health care is guaranteed by law. The care provided by the AUGE / GES program places the group-based psychosocial intervention as the most important non-medical action; however, the absence of a validated and attractive protocol has led to its poor implementation. This current investigation has designed and piloted a group-based psychosocial intervention that focuses on humor in order to understand the meaning of this method, paying particular attention to women with mild to moderate depression that received this type of treatment in two family health clinics in Puente Alto. Interviews were conducted with twenty-four patients, and an analysis of categorical thematic content of this material was performed. The seven categories that emerged from the analysis reveal that this clinical method was valued as innovative and effective, generating therapeutic group-based factors that led to concrete changes in the lives of patients, and where humor played a central role in the recovery process. The conclusions drawn from this investigation reveal cost-effective methods for the treatment of depression, essential for improving the quality of health care offered to this particular group of patients...
