Análisis de tipologías constructivas, aplicables a zonas de interfaz propensas al impacto de los incendios forestales, como medio de apoyo a las labores de prevención y combate en Valparaíso, Chile

Abstract

El presente documento aborda la problemática de los incendios forestales en la zona central del país, destacando su impacto en la sociedad y como este requiere de mayores acciones a nivel gubernamental. Se resalta la vulnerabilidad de las edificaciones ante los incendios forestales y se analiza el concepto de interfaz urbano-forestal como la dinámica potencial o uno de los factores que generan dichos fenómenos, especialmente en uno de los cerros que sufrió mayor impacto generado por el mega incendio del año 2014, el conocido Cerro Las Cañas, en Valparaíso. En este análisis, se señala la necesidad de nuevas estrategias normativas y legales para abordar esta problemática. Como parte de los resultados, tras comparar la normativa nacional con la normativa extranjera (AS-3959) y extraer recomendaciones por parte de instituciones nacionales, se revela un gran porcentaje de vulnerabilidades en el Cerro Las Cañas, con solo el 13.6% de las viviendas cumpliendo con los requisitos mínimos del Plan Regulador Comunal. Además, el 76,8% de las viviendas están construidas con materiales altamente combustibles o inflamables, evidenciando la urgencia de revisar y fortalecer la normativa existente. Entre las deficiencias en las medidas de seguridad de edificaciones destaca la necesidad de acciones para reducir el riesgo de impactos severos en incendios forestales. Se concluye que, la falta de aplicación y la posible inexistencia de efectividad en cuanto a normativas aplicables a las edificaciones en áreas de interfaz urbano-forestal, resulta en ausencia de medidas de seguridad en la construcción de viviendas. Asimismo, la presencia generalizada de vegetación densa y material combustible alrededor de las edificaciones subraya la alta vulnerabilidad estructural. Por lo tanto, se evidencia la necesidad de una revisión integral de políticas y estrategias, vinculadas a las edificaciones en áreas propensas a riesgo de incendios forestales; la formulación de nuevas leyes y normativas con un enfoque proactivo y colaborativo que garantice la seguridad y bienestar en áreas vulnerables, no solo en Valparaíso, sino en todas las regiones con desafíos similares. Se debe velar por medidas más efectivas y un compromiso renovado de autoridades y comunidades.

This document addresses the wildfires issues in the central region of the country, accentuating its impact on society and how it requires greater governmental action. The vulnerability of buildings to wildfires is emphasized, and the concept of the urban-forest interface is explored as the potential dynamic or one of the factors generating these phenomena, especially in one of the hills that suffered the most significant impact from the mega wildfire of 2014, the well-known Cerro Las Cañas in Valparaíso. In this analysis, the need for new regulatory and legal strategies to tackle this issue is pointed out. As part of the results, after comparing the national regulations with foreign regulations (AS-3959), and extracting recommendations from national institutions, a high percentage of vulnerabilities in Cerro Las Cañas is revealed, with only 13.6% of homes meeting the minimum requirements of the Communal Regulatory Plan. Additionally, 76.8% of homes are built with highly combustible or flammable materials, highlighting the urgency to review and strengthen existing regulations. Among the deficiencies in building safety measures, the need for actions to reduce the risk of severe impacts in wildfires stands out. It is concluded that the lack of application and the possible non-existence effectiveness of regulations applicable to buildings in urban-forest interface areas leads to the absence of safety measures in home construction. Furthermore, the widespread presence of dense vegetation and combustible material around buildings accentuate the high structural vulnerability. Therefore, the need for a comprehensive review of policies and strategies linked to buildings in areas prone to wildfires risks and the formulation of new laws and regulations, with a proactive and collaborative approach to ensuring safety and well-being in vulnerable areas is evident. Not only in Valparaíso but in all regions with similar challenges. More effective measures and a renewed commitment from authorities and communities must be ensured.
